ABSTRACT: These findings are generally consistent with the comprehensive statistics describing the enormous resource deficiencies in New York Cityís schools which are set forth in the State Education Departmentís annual comprehensive analysis, New York: The State of Learning, and other major reports issued by the New York City Board of Education and a variety of governmental agencies and civic groups. The survey demonstrates that despite recent increases in state aid and significant education reforms implemented by the New York City Board of Education and the Chancellor, the severe resource deficits in the New York City public schools continue to deprive students of their constitutional right to the opportunity for a sound basic education.
